Fresno Health Consumer Center
HCA is a partnership of consumer assistance programs operated by
seven community-based legal services organizations and two support
centers. Our common mission is to help low-income people obtain essential
health care including (a) helping consumers establish or maintain health
coverage; (b) ensuring that low-income consumers with health coverage get
good access to essential services, including through managed care plans;
and (c) advocating for needed changes in laws relating to health programs
and the regulations and procedures for implementing them. The consumer
assistance programs assist individual clients in Alameda, San Francisco,
Sacramento, Placer, Yolo, El Dorado, San Mateo, Fresno, Los Angeles,
Orange and San Diego counties. To maximize the effectiveness of HCA's
advocacy efforts, the support centers, National Health Law Program and
Western Center on Law and Poverty, provide HCA advocates with
administrative and legislative policy advocacy, training, substantive
health law technical assistance and educational materials.
