Individuals receiving public welfare benefits are automatically eligible; others must show income at or below 200% of the federal poverty guidelines.To receive assistance, organizations must be either a) non-profit, cooperative, or tenant association or 2) a locally-owned and -operated business (no subsidiaries, chains or franchises) with under 20 employees.
