Medicaid, Medicare, and Other Medical Assistance Options Medicaid is a needs-based program, administered by the Department of Human Services (DHS) Med-QUEST Division (MQD), that provides health insurance to individuals who are aged, blind, or disabled. Medicaid covers a wide range of services including: medical and behavioral health for adults and children, emergency dental for adults, full dental for children, and prescription drugs. Medicaid coverage is fee-for-service, which means you can go to any doctor who accepts Medicaid.

QUEST, QUEST-NET, and QUEST-Spenddown - Health Insurance Coverage The QUEST program provides medical, dental and behavioral health services through managed care to qualified Hawaii residents. Many TANF/TAONF recipients, General Assistance (GA) recipients, pregnant women and children receive QUEST. Seniors (age 65 or older) and people who are blind or permanently disabled according to the Department of Human Services (DHS) or the Social Security Administration (SSA) are eligible for Medicaid instead.
