WHAT IS AFDC? AFDC (Aid to Families with Dependent Children) is a financial assistance program to help families that have children living with them. AFDC is distributed through the Department of Human Services (DHS). Sometimes it is also called TANF, TAONF, AFDC-F, AFDC-S, or PONO. Read this brochure for more information.

The QUEST program provides medical, dental and behavioral health services through managed care to qualified Hawaii residents. Many TANF/TAONF recipients, General Assistance (GA) recipients, pregnant women and children receive QUEST. Seniors (age 65 or older) and people who are blind or permanently disabled according to the Department of Human Services (DHS) or the Social Security Administration (SSA) are eligible for Medicaid instead.
