Also provides information and referral, personal development aid, emergency and general assistance. Operates special programs including agriculture education and training, employment services, family development and case management, Head Start, and senior community services employment.

The HCAP Central District Office serves the area from Salt Lake Boulevard to Aiea, Pearl City, Waipahu, and Wahiawa. Some programs, such as the LIHEAP utility assistance program, are seasonal.
