| HCAP is a community action agency committed to providing opportunities and inspiration to enable low-income families and communities to achieve self-reliance. The Leahi District Office assists with surplus food distribution, emergency utility assistance, job readiness training, public benefits advocacy and information and referral to other social service organizations.
