Many TANF/TAONF recipients, General Assistance (GA) recipients, pregnant women and children receive QUEST. Seniors (age 65 or older) and people who are blind or permanently disabled according to the Department of Human Services (DHS) or the Social Security Administration (SSA) are eligible for Medicaid instead.
