Med-QUEST provides medical, mental and dental coverage for qualifying Hawaii residents.
  
   
   Public Health Insurance for Your Child (Separate Website)
Hawaii Covering Kids is a seven-year project launched in June 1999 to create a seamless health insurance enrollment process for children and youth eligible for QUEST (managed care Medicaid) and Medicaid Fee-for-Service. These health insurance programs are for children and youth who are 0 to 19 years old, live in Hawaii, meet household income, and are U.S. citizens, legal immigrants, refugees, or citizens of the Marshall Islands, Federated States of Micronesia, or Republic of Palau.

The Special Supplemental Nutrition Program for Women Infants, and Children (WIC), is a federally funded program which provides Hawaii residents with nourishing supplemental foods, nutrition education, breastfeeding promotion and health and social service referrals. The participants of WIC are either pregnant, breastfeeding, or postpartum women, and infants and children under age five who meet income guidelines and have a medical or nutritional risk.

Special medical assistance programs are administered by the Department of Human Service (DHS) Med-QUEST Division (MQD) and are for low-income Medicare recipients and SSI recipients who are returning to work through PASS plans or Ticket-to-Work. The different types of special medical assistance programs available through DHS include: coverage for Qualified Medicare Beneficiaries (QMB); coverage for Specified Low Income Medicare Beneficiaries (SLMB); and coverage for Qualified Disabled and Working Individuals (QDWI). This brochure will explain the differences between the different types of coverage, describe who is eligible for each type, and explain how you can apply for these special benefits.

WHAT ARE YOUR RIGHTS? Individuals receiving mental health care have the same rights as all other individuals. A person admitted to psychiatric facility may exercise all civil rights - voting; conducting business; entering into contracts; making purchases; disposing of property; executing instruments - unless there is a court order stating otherwise.
