This means YOU CAN APPEAL and you may get your refund back! If you think you don't owe the money, or you are not sure, file a written appeal within the time period specified in the letter. Keep proof that you filed on time. Get legal advice or representation if you can. Contact your nearest free legal aid program to see if you qualify for free services.
