Telecommunications Services For Hearing Impaired and Speech Impaired People

Some people have hearing loss.  Some people have trouble speaking.  They should have help to make phone calls.  They should have help to watch TV or listen to radio.  They should be equal to people without these disabilities.

The people who supply telephone service can do this.  They can use TDD's. 

A TDD is a machine that helps people with hearing and speech disabilities. 

With this machine a person who is speech or hearing disabled can have normal talk with someone who is not disabled.    

The service would have to do it by telephone or radio.  There should be no problems in how it is being done.

The service must ready for use all the time.  It should be the same as making any other phone call. 

The cost for the service should be the same as all other phone calls.

The companies who supply the service may not make records of these calls.  They cannot record what is being said.  They are not allowed to make changes in the calls.

The common carrier is the company that sells telephone service.  The local "common carrier" will supply this service.
