Max Rosen Memorial Law Library of the Wilkes-Barre Law & Library Association The Max Rosen Memorial Law Library of the Wilkes-Barre Law & Library Association is located on the second floor of the Luzerne County Courthouse on River Street in Wilkes-Barre, Pennsylvania. Dedicated and Named for Judge Max Rosenn in 2006, the law library dates back to 1855 and is the oldest law library in Northeastern Pennsylvania.
