Northwestern Legal Services (Warren Office) Northwestern Legal Services exists to serve the community in assessing and responding to clients' legal needs through their empowerment and attainment of justice. This office provides free legal representation to eligible clients in Warren, Forest, Elk and Cameron Counties.
