Department of Public Welfare Earns Federal Recognition for Programs and Services for Children
|

 |
Pennsylvania's commitment to children was recognized by the federal government by awarding grants for adoption excellence and mental health systems of care to the Department of Public Welfare.
The department was awarded approximately $1.3 million from the U.S. Department of Health and Human Services, or HHS, for increasing the number of children adopted from foster care and nearly $1 million from the Substance Abuse and Mental Health Services Administration, or SAMHSA, to serve youth living with a serious mental health need.

Philadelphia Self-Help No-Fault Divorce Manual Published by Women's Law Project

 |
The Women's Law Project, in conjunction with the Jenkins Law Library, has prepared a new Philadelphia Self-Help No-Fault Divorce Manual. The manual has been published online on the website of the Jenkins Law Library and is also available on PALawHELP.org.The manual has been prepared for pro se litigants seeking a no-fault divorce in Philadelphia County who cannot afford a lawyer. It deals only with "no-fault" divorce, in which one spouse (the wife or husband) seeks a divorce without having to prove that the other spouse was "at fault" for the breakdown of the marriage.
There are two kinds of no-fault divorce which are dealt with in the manual:
Mutual Consent Divorce: Also called a "c" divorce because it is found in Section 3301(c) of the Pennsylvania Divorce Code. This kind of divorce is used when both parties will consent to the divorce; and
Two-Year Separation Divorce: Also called a "d" divorce because it is found in Section 3301(d) of the Pennsylvania Divorce Code. This kind of divorce is specifically for people whose spouses WON'T agree (i.e., won't sign a consent) and who have been living apart continuously for at least two years.
The manual contains a discussion of the law, forms suitable for use in Philadelphia County with detailed instructions on how to complete them, and specific instructions on how to proceed at each step of the case. It also contains the relevant statutes and a glossary of legal terms.

HUD Secretary Donovan Announces Expanded Eligibility for Making Home Affordable Refinancing

Expansion will allow more homeowners to become eligible for the program, by increasing the eligibility to borrowers whose first mortgage does not exceed 125 percent of the current market value of the property.
Currently, only those borrowers whose first mortgage does not exceed 105 percent of the current market value of the property are eligible for the Obama Administration's Home Affordable Refinance Program.
Making Home Affordable, a comprehensive plan to stabilize the U.S. housing market, was first announced by the Administration on February 18. In just a few months, more than 200,000 borrowers have received offers for trial loan modifications, tens of thousands of refinances and trial modifications are under way, and informational mailings about the program have been sent to more than one million borrowers who may be eligible.

The automated Advanced Traveler System will provide statewide traveler information including, among other things, road conditions, weather information, incidents and road closures, as well as statewide road maintenance and construction projects where potential delays might exist.
A call to 5-1-1 will route to a toll-free number and the information provided by this system will be available 24 hours a day, seven days a week, 365 days a year, and will be updated as needed.

HealthVault is a free online service that enables people to gather, store and manage their families' health information, and share that information with their physicians and healthcare providers. Hundreds of extremely low-income families living with HIV/AIDS will receive support in maintaining a permanent affordable home as a result of $21.4 million in grants announced by the U.S. Department of Housing and Urban Development.
In each of the next three years, these grants are expected to help 1,159 households address the challenges of living with HIV by improving their ability to manage illnesses and consistently engage in appropriate care as a result of their on-going housing arrangements.
The funding announced today is offered through HUD's Housing Opportunities for Persons with AIDS Program (HOPWA) and will renew HUD's support of 19 projects in Alaska, California, Illinois, Hawaii, Massachusetts, Maine, Missouri, Montana, New Hampshire, Texas, Vermont and Wisconsin.

Seven local programs that offer critically needed housing and support services to extremely low-income persons living with HIV/AIDS are being awarded $8 million in grants announced today by the U.S. Department of Housing and Urban Development. These grants will help hundreds of persons and their families struggling to find a stable home as they receive the services they need to manage their illnesses.
The funding announced today is offered through HUD's Housing Opportunities for Persons with AIDS Program (HOPWA) and will renew HUD's support of seven projects in Alabama, Hawaii, Maine, Michigan, New Hampshire, New York and Pennsylvania. Later this year, HUD will award an additional $22.6 million in renewal grants to other existing HIV/AIDS housing programs with expiring grants.
