Pre-Katrina Civil Legal Needs in Southeast Louisiana
Draft study of Pre-Katrina civil legal aid needs of low-income Southeast Louisiana persons.
Hurricane Katrina has created enormous affordable housing problems for Southeast Louisiana.
Before Katrina, the housing problems were also severe. This study suggests that even before Katrina, 20% or more of all poor persons in Greater New Orleans experienced homelessness (defined to include temporary doubling up) in a given year.
After Katrina, many more people have suffered homelessness, and know firsthand the tremendous expense, stress and challenges that homelessness imposes on families, whether poor or well-off.
This study is a draft, and is posted because it has information that will be helpful to others
