Challenging the Criminalization of the Homeless

The Civil Rights Project monitors and advocates nationally against local laws that "criminalize" homelessness by making it a crime to perform life-sustaining activities in public areas-- even when there are no private spaces available to the homeless person to perform these activities. For example, some communities prohibit sleeping in public spaces even when a homeless person in that community has nowhere else to sleep, such as a shelter or home. Other life-sustaining activities that may be prohibited in public spaces include eating and sitting.

Education of Children and Youth in Homeless Situations

Almost 15 years ago, Congress passed a law giving children and youth in homeless situations the right to go to school, no matter where they live or how long they have lived there. This handbook explains your rights to have your children (1) stay in school even if you have moved, (2) enroll in sa new school without proof of residency, immunizations, school records or other papers, (3) get transportation to school, (4) go to pre-school programs, (5) get all the school services they need, (6) have disagreements with schools settled quickly, and (7) go to the school they choose while the disagreements are settled. VA Programs for Homeless Veterans

One-third of the adult homeless male population and nearly one-quarter (23%) of all homeless adults have served their country in the armed services. While there is no true measure of the number of homeless veterans, it has been estimated that more than 250,000 veterans may be homeless on any given night and that twice as many veterans experience homelessness over the course of a year. Many other veterans are considered at risk because of poverty, lack of support from family and friends and precarious living conditions in overcrowded or substandard housing. Almost all (97 percent) homeless veterans are male and the vast majority is single. About 45 percent of homeless veterans suffer from mental illness and, with considerable overlap, slightly more than 70 percent suffer from alcohol or drug abuse problems. This document tells you more about the kinds of programs available to help veterans with these problems.
