Low-Income Home Energy Assistance Program (LIHEAP) provides Direct Assistance for Heating and Cooling; Emergency Crisis Assistance Program (ECAP) for Heating and Cooling; and Supplemental Funding for the Low-Income Weatherization Program (WAP).
